This is great and all, I just wonder how many ‘small’ radio stations will be able to pay the public performance royalties and all the other fees. Seeing that this is specifically for Noncomm radio, I guess these stations will earn money from donations?  Brings me back to my music law class and my 20 page paper on the Telecommunications Act of 1996, which made broadcasting ownership...
